Fist off; think back to when the child was first born. Usually within the first couple of months there is something they do or say that is unique to them. If it is something you can build around then look for pictures and borders that reflect this theme. Using something familiar to you for your baby scrapbooking paper will make it much easier to complete. This thing does not have to be something specific, but rather could be a theme that runs throughout the book. An example would be if you had a pet dog and your child said their name at a young age or was very into dogs, you could have puppies and other dogs through the baby scrapbooking paper framing the images and bordering the pages.

Next think of something that you remember when you think of your child. It could be something as silly as sneakers or their hair. Try to build a couple baby scrapbooking papers around that idea. If you come up with several different things you can integrate all of them.
